NEWKIRK — A former longtime Oklahoma superintendent accused of sexual misconduct was charged Wednesday morning with six felonies stemming from encounters with two children, a teenager and an adult, The Oklahoman has learned.

Ex-Peckham Public School Superintendent Gary Young, 65, was charged in Kay County District Court with three counts of lewd or indecent acts with a child under 16, two counts of causing injury to a child and one count of blackmail.

Young's attorney declined to comment. A judge set bond at $50,000 and put conditions on his release. Those conditions include requiring Young to wear an ankle monitor and submit to alcohol testing, the attorney said. Prosecutors had sought a $1 million bond.

Prosecutors allege Young knowingly and intentionally looked at and touched the genitals and body of a girl over a 10-year period beginning in January 1985 when she was 3, according to court documents. Prosecutors also allege Young masturbated the girl while he bathed her, touched and kissed the girl over her objections, and exposed himself to the girl and other children "in his home."

"Many of the acts (were) committed while (the girl) was under the age of 12," the document stated.

Prosecutors allege in a third felony count that Young applied lotion to the legs, arms and genitals of a young girl over a nearly eight-year period beginning in January 2009. They allege in a fourth felony count that Young slapped the the girl's bare bottom "to cause her pain when she was naked for no good cause other than self-gratification," the charging document stated.

Young is accused in a fifth felony count of "knowingly and intentionally mauling" the body of a 15-year-old in May 2015. Prosecutors allege he followed the teenager around his house and "physically restrained" her for the purpose of "open-mouth kissing her on the neck while intoxicated," the document stated.

The suspended superintendent is accused in a sixth felony count of blackmailing a school administrator between January 2009 and December 2016. Prosecutors allege Young "obtained sexual gratification by demanding sexual favors, i.e. intercourse and/or oral sex" from the unidentified woman "by the wrongful use of fear/force through the threat of effecting her employment and was an ongoing pattern of abuse and demands.," according to the charging document.

In August, Young was accused of inappropriate sexual conduct with children as well as current and former students and staff members, including one staffer who said she received poor evaluations when she rejected his sexual advances.

The state Board of Education voted to suspend Young's teaching and superintendent certificates pending a revocation hearing. The allegations against him were outlined in the state Education Department's application for emergency order to suspend and revoke his certification.

"The department has received multiple sexual misconduct complaints against Young," Brad Clark, the agency's general counsel, wrote in the application. "These complaints include allegations that Young has sexually assaulted adults and minors, groomed minors for sexual abuse and unfairly compensated teachers in exchange for sexual relationships."Among the staffers Young is accused of rewarding for sex is a certified teacher with a master's degree and 18 years of experience, according to an unredacted version of the application obtained by The Oklahoman."The department received a complaint that Young has had an inappropriate sexual relationship with one of his staff members for years," the application stated. "Department records show that the individual is compensated $87,849 as a Certified Employee, and paid an additional $9,097 as a Support Employee."One of Young's accusers told The Oklahoman the superintendent had affairs with two teachers he would pay "outrageous amounts of bonuses.""I was told by former teachers he was paying them quite mightily for that," said the woman, whose identity is not being disclosed by The Oklahoman.
